St Kitts and Nevis and Dominica sit close together in the Leeward Islands, and both have built something the wider Caribbean has come to look to as a benchmark: a long-established, government-run Citizenship by Investment programme built substantially around real estate. For Chestertons Global, the pairing offers a genuinely useful lens on the region — two markets with a shared investment mechanism, but very different buyer propositions.

A shared mechanism, two different markets

Both St Kitts and Nevis and Dominica allow international buyers to gain citizenship through a qualifying real estate investment, and both have run their programmes for decades rather than years. What differs is positioning: St Kitts and Nevis leans into branded, resort-scale luxury tourism, while Dominica has deliberately built its programme around eco-tourism and low-density development. The result is two markets that rarely compete for the same buyer, even though they sit on the same investment mechanism.

St Kitts and Nevis: the pioneer with staying power

St Kitts and Nevis established the world's first Citizenship by Investment programme in 1984, and it remains the benchmark by which others are measured. The programme has held the number one position in the CBI Index for five consecutive years, cited for its ease of processing, due diligence standards and certainty of product. Real estate qualification currently starts at US$325,000 for a share in a government-approved development, or US$600,000 for a single-family private home, with investments held for a minimum of seven years.

Tourism is the clear engine behind the market. The sector contributes 34% of the country's gross national product, and qualifying developments include branded resort projects from Four Seasons and Hilton — giving investors an asset with an established operator behind it, alongside the citizenship outcome.

Dominica: the Nature Isle's quieter growth story

Dominica has taken a deliberately different path. Branded the "Nature Isle" for its largely untouched rainforest interior, the island's Citizenship by Investment programme — first established in 1993 — offers the most accessible entry point of any Caribbean CBI programme, with qualifying real estate starting at US$200,000. Approved projects are concentrated in eco-luxury resorts and boutique hospitality rather than high-density resort towers, keeping the market's character distinct from its neighbours.

Momentum is building steadily. Visitor numbers rose 308% in 2022, and rental returns on qualifying properties typically run between 2% and 7% annually, with further growth expected once the island's new international airport opens in 2027, bringing the first direct flights from Europe and North America.

Why this pairing matters to our network

For over two centuries, the Chestertons name has stood for trust and longevity in real estate. As Chestertons Global expands its affiliate network, St Kitts and Nevis and Dominica represent two of the Caribbean's most established investment jurisdictions — markets where buyers already do meaningful due diligence, and where an internationally recognised brand adds a further layer of confidence. It's the same standard of locally grounded coverage we're building across the network, from Romania's latest quarterly market update to our look at what's really shaping buyer decisions there.
